PHILIPPINE GUERRILLAS GAINING IN STRENGTH

Reports continue to come from Manila on the revival of the People's Liberation Army ([Hukbong Mapa the New York Times alaya Nang Bayan -- "Huks"]. The latest is a special dispatch to April 16] according to which the intelligence service of the puppet government of the Philippines estimates that more than 26,000 peasants support it, nearly half its previous top strength. The same source declares that the Huks have 1,000 "political" members and an armed fighting force of 156 regular troops and 136 part-time guerrillas.

; The movement was thought to have been "liquidated," but the incapacity of the regime to ameliorate the country's bitter poverty and other ills is serving to renew the movement that began in the form of resistance to the Japanese occupation.
