Noting the rumors that have persisted about the White House weighing the use of tactical nuclear weapons in Vietnan, the February 22 Chelsea Clinton News, a neighborhood paper in New York City, called attention to the following "home town" news item in its February 8 issue: "Army Pvt. First Class Francis E. Monahan, 20, son of Mr. and Mrs. Herbert Monahan, 457 West 49th Street, was assigned as a nuclear weapons assemblyman near Ci Chi, Vietnam, January 7."
